Overview:

Microsoft Advanced Group Policy Management (AGPM) provides a workflow process of offline Group Policy Object (GPO) creation that integrates role-based delegation, review, and approval of Group Policy before deployment to a live environment. These roles can be delegated according to the supervisory needs of the enterprise. However, with custom permissions an administrator can define any special combination of permissions needed to fit the unique requirements of the organization. Copies of each GPO are stored in a central archive, so that administrators can view and modify policy offline, and authorized users can check out GPOs from the archive, make changes, and check in the GPO for review.
