Overview:

While designed to reduce city deficits, balance budgets, and provide more equity in the delivery of services, this and other forced municipal mergers throughout the province were so unpopular that Quebec voters elected the opposition party to power in 2002, largely on its promise to allow referendums on reversing the mergers. Boroughs that registered sufficient voters on the referendum would be allowed to vote on demerging. The newly elected government was under a lot of political pressure to deliver on its promise. To expedite the referendum process, the City of Montreal used VPNs on the Internet for the first time in an elections scenario.
