Overview:

This paper investigates the W-CDMA network design problem with reliability considerations. A design model that maximizes revenue net the cost of building and maintaining the network infrastructure to provide reliable communication subject to capacity and quality of service constraints is developed. The model simultaneously determines which customer locations to service, where to build base stations and mobile switching centers, and how to connect the towers to switching centers and switching centers to the public switched telephone network gateways. The model is a large scale integer program with up to 26,000 integer variables and 35,000 constraints for a problem with 160 candidate tower locations and 2000 customer demand points.
