Overview:
We discovered many myths about total outsourcing, the practice of turning over the entire IS department to a vendor for a period of 7 to 10 years. In particular, the economies of scale stated by vendors were largely oversold. Instead, vendors submitted bids based on efficient managerial tactics rather than an economies of size. In theory, we believed that internal IS departments should be able to implement these managerial tactics without outsourcing to a third party vendor. To investigate this hypothesis, we conducted six case studies of organizations that conducted an outsourcing evaluation, gathered external vendor bids, but selected the internal IS department’s bid.
