Overview:

It has been roughly a decade since the term "Digital Divide" was first introduced into national public policy discourse as an issue that materially affects the social, cultural, and economic well-being of the United States. The Digital Divide denotes the gap between information technology haves and have-nots. As mayors, city managers, policy makers and community leaders consider how to bridge the Digital Divide, the concept of a Digital Inclusion strategy is emerging as a powerful means to achieve meaningful success for those who, for whatever reason, have been left out. This paper explores some of the key issues that municipal leaders must address.
