Overview:
South Africa's Department of Home Affairs is responsible for the central registry of all citizens and permanent residents, maintaining their birth, death, marriage and related records - no small task in a country with 43 million citizens. The fact that South Africa's government and private sector each lose approximately U.S. $200 million annually through health and welfare, credit card and check fraud stemming from false IDs was a primary reason the Department embarked on a project to implement a new national identification system. South Africa's Department of Home Affairs partnered with several contractors, including Unisys, to develop the Home Affairs National Identification System (HANIS)-one of the world's largest civilian fingerprint databases.
