Overview:

Until three years ago, local government in the Plzen region of the Czech Republic delivered public services by largely paper-based systems, with businesses and citizens making requests for services across the counter in working hours. In 2005, the regional administration sought European Union funding for an information portal capable of supporting transactional services for citizens and improved collaboration between different agencies of local government. HP won the public tender with full support of a portal based on a Microsoft orchestration layer, desktop suite, operating system, and data management software. As a result, around 70 services are now accessible online to more than 500,000 citizens. The new Virtuos system also interfaces with national e-government initiatives.
