In a recent survey of public safety leaders, concern about readiness for natural disaster ranked above other worries such as crime and terrorism. The odds are simply too high that disaster will strike within jurisdiction. And when it does, it will severely challenge the capabilities of personnel, procedures and equipment. There is no way to predict exactly where and when a crisis might occur, but one factor can control is communications readiness.
